While each project should be considered on an individual basis, the results suggest that no more than 30 percent of preliminary design be completed before design-build contract award, with lower percentages as the contracting agency gains more experience with design-build contracting and greater reliance is placed on performance-based specifications. In some cases, contracting agencies have applied design-build to smaller projects to address these and other issues.
